  Phase 1: Phone and walk to targeted voters and identify supporters.
Phase 2: Persuade identified supporters to vote absentee.
Phase 3: When County starts issuing absentee ballots - aggressively communicate our message with those voters before they receive their ballots.
Phase 4: Get our identified supporters who have requested absentee ballots to mail them in.
Phase 5: GOTV - Get identified supporters who did not request ballots to the polls on Election Day.
